Prosecutors decided Wednesday against filing charges against Justin Bieber, who was accused of threatening a man who confronted the 19-year-old singer about his driving in March and driving recklessly in his gated Calabasas neighborhood two months later.

Bieber refused to speak with the Los Angeles County Sheriff's Department about the March 26 encounter, in which one of his next-door neighbors told a sheriff's deputy that Bieber spat in his direction and threatened him, but his attorney told investigators that the singer denied intentionally spitting on the man, according to the District Attorney's Office.

In a charge evaluation worksheet released today, Deputy District Attorney Alan Yochelson wrote that Bieber's "response seems disproportionate and immature,'' but that the evidence "does not show beyond a reasonable doubt'' that the outburst rose to the level of a criminal threat.

In a separate charge evaluation worksheet, Yochelson wrote that there was insufficient evidence to file a case against Bieber in connection with a neighbor's allegation that he was driving his Ferrari recklessly through the neighborhood on May 27.

The prosecutor noted that the vehicle "clearly belonged'' to Bieber and that he was identified by one witness as the driver of the car, but that another witness said the windows were tinted and concealed the driver's identity.

Footage from security cameras placed around the perimeter of Bieber's property showed him riding a motorcycle and following his Ferrari out of the driveway and then both vehicles returning to the driveway about five minutes later, with Bieber on the motorcycle, according to Yochelson.

The Ferrari's driver left the sports car and Bieber got into the driver's seat, apparently to park it, according to the charge evaluation worksheet.

The investigating officer found several videos showing one of Bieber's friends claiming to have been driving the car at the time, but could not get a 
interview with that person, according to Yochelson.
