How about the fake service dog epidemic?

At the airport, we were traveling with our well-behaved, beloved frenchie. He's not a service dog mind you, just an ambassador of good will. I was shocked when this woman's supposed service dog almost lost control and charged at our dog? Has anyone else had this experience? Two months ago I was at Gelson's and this woman let her medium sized dog roam freely around the market with his vest on, the store manager couldn't do anything about it. Then at commons a couple let their German shepherd roam freey while my dog and avfew others were on their leashes. The shepherd came out from behind a vehicle and approached me and my dog, like he came out of no where, it was a little scary. Has anyone else had this experience?
